(1) The commissioners find that a merger of the Fircrest Sewer District into the Silver Lake Water District would be conducive to the public health, welfare and convenience and be of special benefit to the lands of the Fircrest Sewer District; and

(2) The attorney for the Silver Lake Water District is hereby directed to prepare a merger agreement pursuant to the provisions of RCW 57.02.070. [Res. 355 §§ 1, 2, 1980.]
