The presence of any two members of the commission will constitute a quorum for the transaction of the business of the commission at any regular, special or emergency meeting thereof. When any two commissioners are present at the actual meeting place of a regular or special meeting a third commissioner may attend such meeting by teleconference; provided, however, a quorum for an emergency meeting may be established by the teleconference of any two or more members when notice of such meeting has been provided to each commissioner in accordance with SLWSDC 2.05.020(4). Provided, however, the requirement of notice to the individual commissioners shall be deemed waived as to any commissioner who shall attend such meeting by teleconference or otherwise or who files a written waiver with the secretary of the board of commissioners.
