The emergency response plan shall be exempt from public inspection and copying, pursuant to RCW 42.56.420, and 5 U.S.C. Sections 552b(c)(3) and 1433(a)(3) of the Safe Drinking Water Act (Title XIV of the Public Health Services Act) and shall not be made available for public distribution in accordance with the exemptions in such statutes.
