9.10.170 Payment in installments.
(1) Any and all present or future sewer connection charges of the district may be paid with interest in installments over a period not exceeding 15 years, provided such customers meet the following conditions:
(a) The Snohomish County health district has initiated litigation requiring said customer to connect to the district sewer system;
(b) The district’s public sewer system is readily available for connection by said customer;
(c) A demonstrated financial need for the time payments has been provided to the district by the customer.
(2) The specific terms of any time payment plan with a customer, including but not limited to the interest rate and the period of time for payment, shall be reviewed by the board of commissioners of the Silver Lake Water and Sewer District prior to any agreement being final.
(3) Any administrative fees or costs for the collection of such connection charges in installments over a period of time, as provided by RCW 56.08.010, shall be paid by the customer.
(4) Such time payment of the connection charges shall be in addition to any and all other present or future rates or charges of the district. [Res. 412 §§ 1 – 4, 1988.]
